The State Council Information Office Released White Paper titled China’s Law-Based Cyberspace Governance in the New Era

The State Council Information Office released a white paper titled Chinas Law-Based Cyberspace Governance in the New Era on Mar. 16th, which comprehensively introduces the construction of Chinas cyberspace rule of law and shares the experience and practices of China's cyberspace rule of law construction.

The white paper is divided into six parts in addition to the preface and conclusion, which are upholding the rule of law in cyberspace, consolidating the legal system for cyberspace governance, keeping order in a rule-based cyberspace, defending fairness and justice in cyberspace, promoting public awareness and competence in law-based cyberspace governance, and increasing international exchanges and cooperation in law-based cyberspace governance.

The white paper introduces that in the new era, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China has made ruling the Internet according to law an important element in the construction of a comprehensive rule-of-law state and a powerful network nation, and has striven to build a complete system of network laws and regulations, an efficient system of network rule-of-law implementation, a tight system of network rule-of-law supervision and a strong system of network rule-of-law protection. Historic achievements in the construction of network rule-of-law has been made in the country. Chinas network rule of law construction has strongly enhanced its Internet governance capacity, but also contributed Chinese wisdom and solutions to global Internet governance.

The white paper said that on the new journey of building a modern socialist country, China will always adhere to the concept of comprehensively ruling the country and the Internet according to law, promote the orderly and healthy operation of the Internet according to law, escort the high-quality development of digital China with the power of the rule of law, and provide a solid guarantee of the rule of law for the construction of a powerful network country.

The white paper points out that the rule of law on the Internet is both an important way of digital governance and a notable outcome of the construction of digital civilization. In the face of opportunities and challenges brought by digitization, China is willing to work with the international community to practice the concept of global governance through extensive consultation, joint contribution and shared benefits, jointly promote the legalization process of global Internet governance, and make the achievements of digital civilization development better benefit people of all countries. Together, we will build a community with a shared future in cyberspace and jointly create a better future for humanity.
